Remove /etc directory

Description

Build scripts and files have all been rewritten and relocated to the /ant directory. Nothing in /etc has been touched since 2009. Remove old build files and unused docs/images from repository; relocate any docs/images still in use to src/resources

Done. In:

[7755] removed builds and scripts
[7756] added new resources.data.sra.vuln package
[7757] moved CureeCaltech? vuln functions in '/etc' to '/src/resources'
[7758] deleted old vuln function directory
[7759] deleted '/etc' and 'OpenSHA_docs' children

The etc directory has been archived should anything need to be recovered. The OpenSHA docs directory has also been archived independently and contains resources that will be useful for completing ticket:48
