Remove isti.util.jar and dependencies

Description

While itsti.util.jar appears to have many potentially useful classes, there are no corresponding source files, unit tests, or documentation. It is also only used in one place (PortfolioEALCalculatorController) to manage a wrapped JFileChooser.

Removed and dependencies modified/rewritten in [7754]

This also required removal of the isti scratch directory which has been archived should it need to be resurrected.
