Make fault section prototyping/editing plugin

Description

It would be nice to have a plugin where you could easily prototype and even edit fault sections. Edits would be reflected immediately in SCEC-VDO, with the option of committing them to the DB. You could also create new faults, and test fault section behavior. This would also be useful for troubleshooting the dip direction problem.
