Servlets not updated on production tomcat instance

Description

Additions to the tomcat configuration file (web.xml) are not automatically reflected unless the svn version of the file (in conf/web.xml) is moved to the WEB-INF directory in tomcat. This needs to be copied over every time a new servlet is added for trunk, and at every new release on a release branch.
