Create IMR that averages other IMRs

Description
We should have an IMR that takes in the constructor a list of IMRs, and associated weights. All parameters must be matched in the underlying IMRs, and then kept in synch on any other parameter updates.
It should also be designed in a way that allows it to be extended into a combined 2008 NGA relationship, that adheres to the USGS special cases.
