EqkRuptureFromERFSelectorPanel doesn't allow rupture index selection

Description
Steps to reproduce: Try to select a rupture from an ERF in either the ShakeMap? calculator app, or the Hazard Curve App in deterministic mode, and you'll notice that the rupture index is fixed at zero, even for sources with multiple ruptures.

fixed in [8091]...constrained integer parameter editors weren't being re-enabled after being disabled. so if the first source selected had only 1 rupture, rupture selection would be disabled, and then never re-enabled.
