Add tests to pref data update to ensure that it suceeded

Description
For some reason last night the pref data update job thinks that it succeeded, but there are some missing faults. A simple test would be to make sure that the number of fault sections in the pref data table matches that of the regular table.

done in [7947]. also made the java cruise control tasks fail on error (apparently the java task in ant doesn't automatically do this, unless told to). system should be more robust now.
