X asis log tick labels overlap with plot

Description
Currently if you plot a hazard curve with a log x axis, the tick labels bleed into the plot slightly. Tom wants this fixed for CyberShake? plots.

A little kludgy, but done in [7942] and [7943]. I tried to do it by just setting the axis indent, but it also moved the axis line, which was bad. I settled on manually lowering the anchor point for log axis.
