No tests yet. The next distro should skip any EXPERIMENTAL atten rels; incrementing to 1.3

it's currently labeled as DEVELOPMENT...should those be included? Current logic:
if ServerPrefs.DEV_PREFS include PRODUCTION, DEVELOPMENT, EXPERIMENTAL else if ServerPrefs.PRODUCTION_PREFS include PRODUCTION
