Add NGAWest2's to Attenuation Relationship Plotter

Description
Requires some parameter modifications to the attenuation relationships themselves, not just addition to the list in the application.

Done in [10968] and nightly builds updated.
The previous NGAW2 wrappers didn't use the Attenuation Relationship adjustable parameter's for calculations, which are necessary for inclusion in the Attenuation Relationship plotter. I added a new wrapper at org.opensha.sha.imr.attenRelImpl.ngaw2.NGAW2_WrapperFullParam which does (and cross validated with the old wrapper). Initial speed tests shows a ~2% slowdown in hazard calculations when using the parametrized version.
One issue is that the NGAW2's as implemented don't specify which variables they use. For example, while BSSA doesn't use DistanceRup?, that parameter is still included in the Attenuation Relationship GUI (and shows no relationship).
