Description
Recently our released apps couldn't access servlets while the development instance of tomcat was fine. The operational tests should check both (although it's a little trickier).

Done in [10508], hourly operational tests now check tomcat status as well. Peter, so far I have shielded you from the operational tests notifications because it can be annoying if something fails overnight or Caltech's fault DB goes down and you get an hourly failure e-mail but if you want em I can add you.
