In working on efficiency for #34, Multi IMR averager, I noticed that results aren't always consistent when calling setPropogationEffect vs calling setSite and setEqkRupture.

Test added at trunk/test/org/opensha/sha/imr/attenRelImpl/test/SetPropEffectTest.java to test this.
