Create DB & accessors for storing inversion data

Description

We need a good method of archiving and retrieving inversion results. I propose a database (probably MySQL, on opensha.usc.edu) and tables which store rates and metadata from each run. Then in SCEC-VDO, you can view a pre-calculated solution, or calculate a new one.
