NSHMP08 setSite doesn't set site params

Description

setSite(...) in NSHMP_2008_CA doesn't set the site parameter values. To reproduce, call setSite with a site with site params set correctly. Then call getParameter(VS30_Param.NAME) and you'll see that the value wasn't updated.

This also gets tested by GeneralIMR_ParameterTests, which is where I found it.
