Set up build for GCIM Application

Description
Brendon Bradley's GCIM work has been migrated to trunk in a new package at org.opensha.gcim. It contains gcim files as well as some additional attenuation relations and intensity measure types that are not necessarily specific to gcim but that have yet to have tests associated with them.
The application that incorporates gcim and its control panel is:
org.opensha.sha.gcim.ui.GCIM_HazardCurveApp.java
and should be set up as a new application with the current build version and run as a nightly as well. I'll add to website once build directories are in place.

Faked the dist build by manually copying current nightly and setting up links/paths. Once OpenSHA 1.2 is released, GCIM will get pulled into the regular build cycle. Creating new ticket to remember to update ant to create GCIM dist.
I created the build directories and a nightly build for it, but there is no "dist" build since it's not in the release branch. Is if fine to just leave that empty, or will it mess with the website? If not, we can just copy the nightly build to the "dist" folder and tweak it a bit, but it will be a little inconsistent with our other dist apps. Leaving ticket closed until I hear back on this.
