GMT plotter ignores custom scale label

Description

Currently the GMT plotter is ignoring custom scale labels (as set by the parameter in the param edit GUI). This is reproducible in the GMT Map plotter, and Server/Local? versions of the Scenario ShakeMap? calculator.
