add IM event set calculator to website

Description
We need a page to download the IM event set calculator. I'm not sure the best way to do this, however, since it isn't a web start application.
We could potentially create nightly builds for this.

I updated the two templates for presenting application info. See
http://www.opensha.org/apps-IMEventSet
as an example. The site currently assumes that if no 'dist' or 'nightly' directories exist that the app is singleton and exists as some sort of download (zip or jar). The relevant buttons say 'Download' instead and 'Prior Release" and 'Nightly" links are disabled on the app listing page. There must be a symlink 'app' that points to whatever file should be downloaded in the app directory.
