Add donut Regions — at Version 2

Regions need to be able to accommodate holes.
Holes must:
- conform to polygon rules for Region
- be entirely within a Region
Development of this functionality should ensure that empty regions cannot be created, say, by three points in a row; currently test may only be for more than 3 points
