public enum LimitState

This enum identifies different types of limit states for
various AssetTypes.
TODO Limit States are numerous and it's not yet clear how best to define
all the concrete states (e.g. HAZUS-MH, EMS-98) and their associated levels.

- Throws:
IllegalArgumentException - if this enum type has no constant
with the specified name
NullPointerException - if the argument is null
